Situation: Security in this impoverished country has worsened, as violence, kidnappings and gang activity escalate. Bandits regularly attack humanitarian convoys headed into Gonaives, where residents are still struggling to recover from Tropical Storm Jeanne's direct hit last September.
Our Response: CARE is seeking funds to continue our Tropical Storm Reconstruction Project (TSRP). But country director Abby Maxman fears operations may have to shut down. "With needs so great, we feel compelled to continue to work with the people of Gonaives," she says. "But if the security situation does not improve, we may be forced to stop. We cannot keep exposing people to such high risk."
